Australian public-sector organisations continue to encounter problems in the delivery of on-time and within-budget ICT projects that meet requirements. Failure rates and risk to public spend remain high despite attempts at ICT-driven innovation with unproven delivery methods.
Enterprise engineering is a discipline that views the enterprise itself as a complex, social and adaptive system-of-systems. An enterprise engineering approach assures key stakeholders that on-going alignment of business operations and ICT with strategic objectives and goals (through delivered projects) are maintained.
This research will formulate and assess the overarching research question:
How could a professional framework for enterprise engineering foster greater discipline and drive accountability in ICT project delivery, resulting in reduced ICT project failure rates and improved ICT project outcomes?
