Mega-projects, despite their rapid growth, still suffer from overruns in cost and time. Planning is highly relevant to their success but is still one of the least developed research issues. According to the literature review, The planning phase of the major project management methodologies used to manage mega-projects is unclear and needs to be continually revised, updated, and sometimes needs to be replaced. The importance of planning for the success of mega-project was also mentioned in the existing research. This study will focus on the evaluation, design, and development of a new approach for the planning stage of the project management process. This research is expected to use a qualitative method through face-to-face interviews and semi-structured questions with the higher management of two power plants in Iraq, supplemented if required by other major infrastructure projects.
