This research will explore the divide between policy-intent and policy-in-practice, and how this divide can be resolved. A series of qualitative studies, grounded in Foucault’s concept of discourse, will examine an Australian university’s processes for policy development and implementation. Journalistic and ethnographic methods will be used to develop a detailed understanding of the policy-practice divide and the conditions that affect it, and potential strategies for reducing the divide will be identified and trialled in an action research study.
